Porcupine -- It is with great sadness that we announce the passing of one of our founding members, Tim Standing Soldier. He was a positive force for the progress of our peoples rights. His constructive criticism always led to something good in our years of organizing. Our condolences to his friends, siblings and children.   ### Civic leader passes By Brandon Ecoffey, Times Editor RAPID CITY— Timothy Standing Soldier passed away last week after a battle with cancer.
